Pharaoh's Sceptre

The pharaoh's sceptre is a power level 7 staff that can be crafted at a mystic forge. The recipe is learned from the Icthlarian fetish, the reward from the quest Contact!. It can be ascended at the mystic forge using ascension cores.

Its special effect is Royal Mandate: While holding the Sceptre, the wielder is able to use the Confuse spell without consuming runes. Its special action is Sworn Servant: This summons Buddy, a friendly kalphite to attack and distract enemies in combat. Buddy can be up for up to 3 minutes as long as it is still alive, and will take another five minutes for it to respawn when recasting the sceptre's special action. However, due to Hollow Vessel, while Buddy is active, the wielder regains stamina 10% slower than normal.

Although it can be nice to have a companion on the sands, Buddy can cause certain combat encounters to fail to end correctly (like the nightmare crucibles, fight caves, or the fight against Fuzan) since they wait for every enemy in the arena to be killed and Buddy counts against that tally. The 25 astral rune cost for Confuse is also not very expensive, and although handy, does not provide any Magic XP from confused enemies attacking other enemies. As this staff has no other direct benefits to the user, other staves are often used over it.

The following text is transcribed from the Journal.

The Moon Garou tried the whole Pharaoh concept exactly once. Unused to non-violent systems of government, they gathered together as a people and pulled stones from a bag to decide who was the luckiest of all of them, and therefore who deserved to rule. It was, as you can imagine, not a smart system of governance. The winner was a garou called Hakanaten, and he did not want the job. He had always been an outsider, far more interested with the goings on of the nearby Kalphite hives then he was with the goings on of the city. Still, he had been chosen by an assumption of destiny and was set upon a throne with crown and sceptre in hand. He hated it. He made decisions as best he could, but could never please everyone. If he tried to help one person, it angered another. If he cast judgement on a lawbreaker, he was deemed cruel by some and weak by others. No matter what he tried, he only found himself more and more isolated from his kin. In the end a revolt saw him deposed and the throne destroyed. He was cast into the hive he so adored, where he was expected not to live for long. Yet, he had studied the hive and he could mimic their behaviours better than some of his own people’s. He helped them dig tunnels. He joined them on hunts. He lived a life far happier among the hive then he ever did at home. The sceptre, that had been cast down with him, carries with it a measure of his fondness for the insects. It is said that anyone who wields it, can call on the hive for aid, in memory of an unlucky monarch.
